| Important terms and acronyms. Familiarization with these terms will ease your understanding of the Consortium mission. |

| ACCESS POINT is an agency or provider positioned in the community to provide: referral, enrollment or full service case management. |
| |
| ASO refers to AIDS Service Organization; an organization which provides medical or support services primarily or exclusively to populations infected with and affected by HIV. |
| |
| BYLAWS are a set of internal rules that guide the management of the Consortium. Typically, these rules define: procedures; relations/duties of members and powers/ duties of officers. |
| |
| CARE ACT is the Ryan White Comprehensive AIDS Resources Emergency ACT The primary legislation designed address the health care and support services needs of people living with HIV.. enacted in 1990 and reauthorized in 1996. |
| |
| CASE MANAGEMENT is a method of providing services whereby a professional social worker asses the needs of the client and arranges, coordinates, monitors, evaluates, and advocates for multiple services to meet the specific client’s complex needs. |

| CDC refers to Centers for Disease Control and Prevention; the federal agency within the US Dept of Health and Human Services that administers HIV/AIDS prevention programs; responsible for monitoring and reporting of infectious diseases; administers AIDS surveillance grants and publishes epidemiological reports. |

| CONSORTIUM/ HIV CARE CONSORTIUM is the regional planning entity established by many State grantees under Title II of the CARE Act to plan and sometimes administer Title II Services; an association of public and nonprofit health care and support service providers that develops and delivers services for PLWHs under Title II. (We are one of 9 Consortium making up the Ohio Consortia). |

| EPIDEMIOLOGIC PROFILE a description of the current status and projected future spread of an infectious disease in a specified geographic area; one of the required components of a needs assessment. |

| FINANCIAL SET ASIDE is the amount of money allocated to a consortium based upon reported Ohio AIDS cases. For Consortium 2, (1997) it is $495,283 based on 20.34% of AIDS cases. |

| GRANTEE another term for the recipient of the CARE Act funds. For Title II, the Ohio Department of Health is the designated grantee. They establish the plan for the state of Ohio. |

| HIPP refers to the HIV Health Insurance Premium Payment Program, a program through ODH to make direct payments to continue private health insurance for PLWH. |
| |
| HOPWA is Housing Opportunities for People with AIDS. this program, administered by the U.S. Department of Housing and Urban Development, provides funding to support housing for PLWHs and their families. |
| |
| HRSA is Health Resources and Services Administration; the agency of the U.S. department of Health and Human Services which is responsible for administering the CARE Act. |
| |
| NEEDS ASSESSMENT is a systematic process designed to determine the current status and unmet needs of a defined population or geographic area with regard to a particular program area such as HIV/AIDS or a broader issue area such as health. Usually focuses on the extent of need, available services, service gaps by population segment and geographic area. |
| |
| QA is Quality Assurance; a broad spectrum of evaluation activities aimed at ensuring compliance with minimum quality standards when delivering services. |
| |
| SPEND DOWN is a policy through the Dept of Human Services (Welfare) that requires the recipient of some public benefits to spend certain assets before that benefit can be continued. |
| |
| SUBCOMMITTEES are small groups of Consortium members assembled for a project specific assignment or task. these groups provide opportunities to participate and contribute to the mission of the Consortium. |
| |
| TITLE I (Part A) refers to CARE ACT funds allocated directly to urban areas hit hardest by HIV/AIDS (Cleveland). |
| |
| TITLE II (Part B) refers to CARE ACT funds going to states to be utilized for direct care. |

| TITLE III (Part C) refers to CARE ACT funds for Early Intervention and Primary Health Care services. |

| TITLE IV (Part D) refers to CARE ACT funds fro Pediatric care, including women, infants, and youth. |
| |
TPA is the Third Party Administrator is a contracted agency (Nationwide) responsible for paying providers, reporting categorical spending to ODH.
