Important notification to all Ohio Ryan White HIV Case Managers and Case Management Supervisors regarding new ODH HCS requirements for client level data collection:
As you have all been previously informed, the Ryan White HIV/AIDS Program Services Report (RSR) is now required to be submitted to HRSA/HAB at the end of June 2009, and again at the end of December 2009. One of the three main components of the RSR is the Client Report. The Client Report contains client-level data (CLD) and includes information on HIV-care medical services received at all service providers. In order to collect data from all service providers that deliver direct client services paid for with RWHAP funds, the following procedure will go into effect March 1st, 2009:
When a Ryan White program client needs to schedule a medical appointment and see a medical service provider for services that will be paid for with Ryan White Program funds:
- The client should notify the Case Manager of their appointment in advance. The case manager will either fax a pre-approval form to the medical service provider or call the provider to authorize approval in advance, depending on individual agency policy.
- The Case Manager will now also be required to fax the Medical Provider Visit Form (MPVF) with a set of simplified instructions to the service provider for each funded visit. When the patient notifies the Case Manager in advance, the MPVF and directions will be faxed with the pre-approval form, or the Case Manager can call to authorize the visit and then fax the MPVF.
- If the patient does not notify the Case Manager in advance of the appointment, but later presents the bill for payment through the Ryan White program, the MPVF and directions will be faxed to the service provider as soon as the Case Manager becomes aware of the appointment or the request.
- Whether the medical provider bills the patient or the case management agency for the visit, the provider will be required to fax the completed MPVF to the Ohio Department of Health - HIV Care Services within sixty days of the client's appointment or within sixty days from the day they receive the form from the HIV Case Manager.
- Please note that it is the medical provider's responsibility to fax the MPVF to ODH. It is not the responsibility of the case manager or the agency to track down these forms or verify that they have been returned to ODH, but only to assure that they reach the provider for processing.

This new procedure becomes effective for all medical visits paid for through the Ryan White program beginning March 1st, 2009.
The Quality Management Team of HIV Care Services will collect the data from providers, compile the data into the correct format required by HRSA/HAB, then submit the reports to HRSA by their biannual deadlines. We have developed the Medical Provider Visit Form and procedure to be the initial client-level data collection tool used to inform the required reports.
The Ohio Department of Health has mailied packets containing all of the attachments listed below to each provider in thier database.

The Ohio AIDS Coalition collaborates with the Ohio Department of Health to ensure consumer driven community planning for Ohio’s Ryan White Part B Program. This is accomplished through the establishment of Consortia planning bodies throughout the state.
Funded by Part B of the Ryan White Treatment Modernization Act, Consortia exist to support and facilitate the provision of coordinated, comprehensive health and support services to people infected and affected by HIV/AIDS.
The Consortia exist for the purposes of prioritizing and preventing duplication of services at the local level. Through the use of existing community-based services networks, the city/county consortia model ensures HIV infected individuals within the state receive the most efficient access to health care and support services and encourages cooperation among selected city/county agencies.

Each consortium across Ohio has a designated time and place for meetings which are generally held monthly. Each consortium also holds different events, trainings, and forums for community members, consumers, and those who work to provide services to individuals living with HIV/AIDS.
